The institute was established in August 2001 and began admitting students to its master's program (divided into two groups: system and EM wave). In addition to training professionals in communication and conducting research on modern communication technologies, the institute actively collaborates with industry to promote industrial projects and assist the country in training personnel for the communications industry. This enhances the institute's academic standing and strengthens its influence in the industry, making it a key hub for telecommunications research in Taiwan and enhancing the international competitiveness of the nation's telecom-related industries.

 

The telecommunications industry is a star industry of the 21st century, with the global market for telecommunications equipment and services showing significant growth in recent years. The Kaohsiung metropolitan area is set to become a hub for Asia-Pacific operations, with several major infrastructure projects, such as the MRT system, the economic and trade zone, and the Luzhu Smart Park, either under construction or about to begin. The Tainan Science Park is also nearby. These major projects are closely tied to the communications industry. Additionally, the traditional manufacturing sector in the Kaohsiung-Pingtung region is undergoing transformation, with many traditional manufacturing industries shifting to high-tech communications or related semiconductor industries. As a result, there is a significant demand for professionals and technologies in the communications field. The institute, located in this region, has a social responsibility and mission to provide professional personnel, technology research and development, and continuing education in the communications field.

 

The institute is located in the Building of Electrical Engineering on campus, providing an excellent environment for teaching and research. The institute has established a high-speed local area network for information exchange with domestic and international universities and research institutions. The university's library has over 416,481 volumes of books, approximately 5,259 types of Chinese and foreign journals, and a collection of audiovisual materials, including microfilms and CDs, totaling 123,815 items. Notably, the library holds a comprehensive collection of IEEE and ACM journals, which are crucial for the fields of communications and networks. With these resources, the institute is well-positioned to become a leading institution in the Kaohsiung-Pingtung area for cultivating high-level talent in communications, contributing significantly to the balanced development of the region. 

 

The institute's research areas cover wireless communication systems, high-frequency analog/digital communication integrated circuit design, broadband internet, mobile network applications and security, and encourage integrated and interdisciplinary research. The institute emphasizes both fundamental theoretical research in communications and applied systems research, integrating human resources to assist the communications industry in the Kaohsiung-Pingtung area and the Tainan Science Park. This helps address the shortage of professionals and key technologies, and supports the training of in-service personnel for communications companies, enhancing their competitiveness.
